由于大部分增值税发票信息数据大都都还是分散在各个独立的业务系统中,针对各类增值税发票进行监督和管控、全票种的统一布局以及各类型增值税发票的真伪验证等众多业务功能都无法实现,难以实现对增值税发票功效的充分利用该以及全范围监管,更别提实现税务信息化的跨越式发展了。因此,非常有必要针对增值税等发票出现的此类现象进行改善,制定相关的增值税发票改革方案,采用增值税发票信息数据集中处理的方式,建成以现代计算机技术为依托,发票管控为核心,发票真伪验证为延伸,与征收管理软件系统一致的增值税发票管控系统变的更加的急迫。
增值税发票管理系统采用普遍采用的J2EE架构,在传统的B/S加构基础上应该前端流行的AJAX技术客户端功能,通过预定义接口实现与其它系统实现集成,结合J2EE架构的扩展性及SPRING中的织入功能,完成其与综合业务系统的无缝集成,同时达到事务管理的目的,最终形成一个具备增值税发票入库,开具,汇总的一个综合增值税发票管理平台。
