摘 要
招标控制价是招标人或者有的是招标委托人，想要为自己的项目做一个定价，他们则是通过图纸的内容，还有市场材料的价格和规费费率的内容，让做造价行业的事务所对项目做出一个预算作为项目费用的最高价。这么做的目的是两个：一是对项目的定价做出一个最高的价位，投标超过报价则视为废标处理；第二个目的是为了使得投标者不能无限制地提高投标的价格，从而引发招标人的损失。故而计算出招标控制价对项目招标是必不可少的。
作为当代大学生，完成自己的毕业设计是对自己大学四年来所学知识的验收以及对自己学习成果的总结加进一步完善。它对我们的计算能力，识图能力，本专业的技术应用，以及沟通协作的能力都是一种考验。从大框架的构思，到细节的处理，环环相扣，对陌生不熟悉的领域算是重新有机会查漏补缺。通过对毕业设计的完成，也算是对自己大学学业的交代。
本毕业设计以大冶中科产业园写字楼工程项目为例，通过用工程量清单计价方式计算并确定该工程的招标控制价。本设计从大体上涵盖了有建筑工程分部分项、措施项目、规费税金等各项内容。再而就是通过建筑工程预算的编制，利用广联达软件和CAD，识别施工图纸，懂得基本预算的方法过程和操作步骤，熟练使用工程量清单计价规范下其工程量计算规则。先开始工程量计算，再以当地定额为依据计算分部分项工程费、措施项目费、规费和税金，最后考虑一定的费用浮动率、价差调整，最终确定招标控制价为7620347.64元。

Abstract
Bidding control price is the tenderee or some of the tender client, want to do a price for their own project, they are through the content of the drawings, the price of market materials and fees rate content, let the cost of the industry office to make a budget for the project as the highest cost of the project. The purpose of doing so is two: one is to set the highest price for the pricing of the project, if the bid exceeds the bid price, the bid will be regarded as abandoned; The second aim is to prevent bidders from raising the price of their bids unlimitedly, thus causing losses to the tenderer. Therefore, it is necessary to calculate the bidding control price for project bidding.
As a contemporary college students, the completion of their graduation design is the acceptance of their four years of college knowledge and their learning results of the summary and further improve. It is a test for our computing ability, ability to read pictures, the technical application of our major, and the ability to communicate and collaborate. From the conception of the big frame to the processing of the details, the links are closely linked. It is a new opportunity to check and fill the gaps in the unfamiliar fields. Through the completion of the graduation project, it is also an account of their college studies.
This graduation project takes the petroleum building project as an example, calculates and determines the bidding control price of the project by using the method of bill of quantities. This design basically covered to have each content such as construction project branch item, measure item, charge and tax. Then it is through the compilation of the construction project budget, the use of Guanglianda software and CAD, identification of construction drawings, understand the basic budget methods and procedures and operational steps, skilled use of the bill of quantities calculation rules under the specification. Start project quantity computation first, calculate cost of project of partial breakdown item, measure project cost, regulation cost and tax again with local quota as the basis, consider certain cost to float rate finally, difference adjusts, decide control price finally.
