摘 要
信息化项目管理是在一定的条件与资源情况下,通过一系列的方法与手段,有效规范管理信息化项目的手段,以实现信息化项目有关信息的共享。如何分析和设计高效全面的信息化项目管理系统,引起了卫生部门和社会各界的重视。本文首先介绍了卫生信息化项目管理的研究背景,阐述了业务中存在的问题;通过该项目对实际业务工作中的重要性分析,给出了建设目标。其次,从业务工作实际出发,结合软件工程的方法,完成了需求分析。最终,完成了总体设计与模块设计,包括项目申报、预算编制、预算调整、绩效考核等四个子系统,并对数据库进行了详细设计。项目负责人可在线查看、添加、修改、删除所有项目信息。系统管理员具有包括对信息的添加、修改、删除的权限。
信息化项目管理系统着眼于解决地方政府,尤其是信息部门面临的人力短缺、信息化项目增多、项目负责人变化、培训困难、成本较高等问题,改变传统的政府项目管理工作中存在着的:审批过程漫长、手工操作失误多,以及缺乏必要的进度控制手段等不良现状。本系统的设计与实现,对卫生信息化项目预算管理具有一定的参考意义。
