随着4G运营市场的竞争以及用户规模的不断扩大，运营商把加强网络广度和深度覆盖作为网络建设的重点。目前在市区、乡镇。村庄以及主要公路和旅游景点等基本实现了无缝覆盖，但是在沿海海域，渔场以及航线区域的覆盖仍不足。此外，随着海洋资源的开发程度不断提升，越来越多的业务会在广阔海域上开展，存在一定的覆盖需求，而且相对其经济效益而言，海域覆盖的社会效益更不容忽视，这对运营商树立自己的品牌形象非常重要。但是海域覆盖与一般的陆地相比有其特殊性，海域覆盖用户分布不均，海港等近海海域用户密度高，远海区域用户交少，话务密度低，话务量少、而海域无线传播环境简单，利于信号长距离传播；用户分布范围广，一般要求小区半径50公里以上。

在移动通信网络的建设中,站点的规划和解决方案都会直接影响到网络质量、投资效益、覆盖效果以及工程难度,无线网络的性能特征与网络用户业务特性的差异。所以,在建设与规划过程中必须要因地制宜的采用切实可行的解决方案。

本文将对联通2015年社区基站一阶段（存量站）勘察设计进行研究，首先从的4G工程技术特点进行介绍，再介绍某市4G工程基站一阶段（存量站）勘察与设计的具体工作内容及流程，主要包括规划、勘察、设备、设计、出图、及预算文本等方面进行介绍。
