摘要
电动自行车是自行车交通工具的升级产品，是一种正在兴起的交通工具。它以节省体力、速度快、污染小、能耗低等特点受到出行者的青睐。但随着电动自行车数量的增长，电动自行车的交通事故也随之增加，出行安全问题成为了专家学者关注的焦点，电动自行车特殊的交通特性对城市的交通结构、交通设施、交通管理都产生了影响。因此，研究电动自行车的交通安全特性、交通管理具有非常重要的现实意义。
论文对电动自行车的车辆特征、使用人群特征、电动自行车的道路环境进行了分析。通过交通冲突技术，分析了电动自行车与机动车冲突的类型和原因。根据电动自行车使用者特点、车辆特点结合我国城市道路交通环境的实际情况，定性的解释了电动自行车交通事故的安全问题。最后有针对性的从车辆设计、交通工程和交通管理三个方面提出一些建议。并指出电动自行车作为一种新型的交通工具，具有非常大的市场潜力，不能因电动自行车的问题，就忽视电动自行车的优点而加以排斥。政府应推动电动自行车产业的新发展;健全有关电动自行车的法律法规，适应时代发展要求，满足广大群众的出行需求。

Abstract
Electric bicycle(ebike) is an advanced transportation mode, which is popular among almost all city-dweller,because of its attributes such as fast speed, low pollution, economic energy consumption and so on. With the amount of ebike's increase in these years,the accident involving Electric bicycles to increas. Many experts and scholars focus on the safely driving of ebike, because that the traffic attributes of ebike have affected the transportation structure of city and traffic facilities and management of traffic. Therefore, it is of great practical significance to research the traffic safety feature and management of ebike.
The research analyzes the features of electric bicycle and the characteristic of users sand the characteristics of the road. Analyzes types and reasons of conflict between the electric bicycle and vehicle by the technique of traffic conflict. Explain the problem of Electric bicycle accident by the theory of characteristics user, the characteristcs of vehicle and the traffic environment of urban road. Finally, give some suggestion from three aspect including the design of ebike, the traffic engineering and the traffic management. And pointed out that the electric bike as a new transport mode, has a very large market potential, government should not to give it up just because the problems of electric bicycles,and neglect the of advantages of it. Government should promoting the healthy development of electric bike industry for the purpose of meeting the travel needs of the masses,by perfect the laws and regulations.
